Senator Nwoko’s Bill To Replace Humanitarian Affairs Ministry with National Social Security Agency Passes First Reading

Senator Ned Nwoko’s bill to establish the National Social Security Agency (NSSA) and replace the Ministry of Humanitarian Affairs has passed its first reading in the Senate today, Thursday, October 17.

This proposed agency will operate under the office of the President and implement a comprehensive social security system to ensure basic livelihood, dignity, and support for vulnerable populations across Nigeria.

The bill, is entitled “A Bill for an Act to Establish the National Social Security Agency (NSSA), Repealing the Ministry of Humanitarian Affairs, and Providing for the Structure, Functions, and Funding of the National Social Security System”.

According to Senator Nwoko in his explanatory memorandum, the Ministry of Humanitarian Affairs has limitations in addressing the long-term needs of those in need, and a more sustainable approach is required to tackle poverty, unemployment, and social insecurity.

He emphasized the need for a dignified system that respects human dignity and social rights.

The Delta North Senator, had earlier raised issue about the proposal in an open letter to President Bola Ahmed Tinubu, calling for a more effective and data-driven approach to social security in Nigeria.

“The successful passage of the bill’s first reading marks a major step in ongoing discussions around reforming Nigeria’s welfare programs as it proceeds to further readings and deliberations in the Senate”, one of his constituents said.

Meanwhile, Civil society organizations, such as the Coalition for Creativity & Social Change, have applauded Senator Nwoko’s move, stating that the proposed agency has the potential to address some of the root causes of social unrest in Nigeria.
