REIGNITING THE DISCOURSE ON CONSTITUTIONAL REFORM: A LEAP TOWARD PROGRESS, BY GLORIA OKOLUGBO

As the dust settles from the legislative pause necessitated by the appropriation bill and the festive season, it is imperative to refocus public attention on a pivotal moment in Nigeria’s legislative journey, the September 2024 retreat of the Senate Committee on the Review of the 1999 Constitution.

This retreat marked a significant leap forward in addressing long-standing constitutional ambiguities and advancing democratic ideals. It underscored the Senate’s commitment to legislative continuity by revisiting critical “legacy bills” inherited from the 9th Assembly while laying the groundwork for fresh constitutional amendments that resonate with Nigeria’s evolving realities.

After a comprehensive review of memoranda submitted by the Nigerian public, 37 bills were selected by consultants for further consideration. Leading the pack with the highest number of bills were Senator Prince Ned Munir Nwoko and Senator Mohammed Tahir Monguno, with the highest number of bills on the agenda.

Senator Nwoko’s bill , numbering 5, selected contributions, are particularly notable for their strategic and transformative potential. This includes his leading bill advocating for the amendment of the constitution to create Anioma State. This was preceded by considerable lobbying of his colleagues and extensive consultations, culminating in the Anioma State Summit held in Asaba in August 2024. His efforts reflect a dedication to addressing the aspirations of his constituents while championing broader national progress.

As we usher in a new year, the anticipation builds for the next phase of this historic process: the commencement of public hearings. These hearings will provide an essential platform for Nigerians to actively engage with and shape the legislative framework that defines our collective future.

This year holds the promise of turning these deliberations into actionable reforms, bringing us closer to a constitution that truly reflects the aspirations and dynamism of the Nigerian people. It is our collective duty to sustain the momentum and ensure that these constitutional amendments translate into transformative governance.
