Safety Breaches: Why We Revoked Oritsemeyin Rig Licence – NUPRC

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has revoked the operating licence of Oritsemeyin Rig and ordered it to halt all operations after completing its current well engagement.

The notice of revocation, dated September 11, 2025, was signed by the Commission Chief Executive, Engr. Gbenga Komolafe, and addressed to Selective Marine Services Limited (SMSL), operator of the rig.

In a statement issued on Friday, the commission explained that the decision followed a comprehensive review of the circumstances surrounding the drilling of UDIBE-2 wellbore, during which a “kick” was recorded, resulting in several non-productive time (NPT) incidents, additional costs and a forced well sidetrack.

A “kick” occurs when formation fluids such as oil, gas, or water flow into the wellbore due to a temporary pressure imbalance, creating the risk of a catastrophic blowout if not managed.

The commission noted that a formal notice of culpability was issued to SMSL on June 5, 2025, with a 21-day window to address the concerns. A follow-up reminder was also sent on July 9, 2025, but the matter remained unresolved.

“Consequent upon the foregoing and pursuant to the relevant powers conferred on the commission under the Petroleum Industry Act 2021, the annual licence to operate granted to Selective Marine Services Limited for the Oritsemeyin Rig is hereby revoked,” the commission said.

The NUPRC further disqualified the Oritsemeyin Rig from all renewal protocols, stressing that its decision was in line with the provisions of the Petroleum Industry Act, 2021, which empowers it to enforce compliance with good oilfield practices, ensure operational safety, preserve environmental sustainability and promote technical excellence in Nigeria’s upstream sector.
