Two Years of Purposeful Leadership: How the Godwin Agenda Is Transforming Isoko North

As the administration of the Executive Chairman of Isoko North Local Government Council, Hon. (Elder) Prince Godwin Ogorugba, approaches its second anniversary on July 15, 2026, the council continues to witness remarkable progress in infrastructure, human capital development, healthcare, education, security, staff welfare and grassroots governance.
Driven by the vision encapsulated in the GODWIN Agenda, the administration has remained committed to delivering purposeful leadership, promoting inclusive governance and accelerating sustainable development across the 13 wards of Isoko North Local Government Area.
Upon assuming office on July 15, 2024, Hon. Ogorugba unveiled the GODWIN Agenda as the blueprint for his administration. The initiative was designed to consolidate the MORE Agenda of the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, while advancing the socio-economic development of Isoko North through people-oriented policies and impactful projects.
Recognising that good governance remains the cornerstone of a peaceful, stable and prosperous society, the administration has consistently pursued policies aimed at ensuring equitable distribution of resources, promoting economic growth, protecting fundamental rights and strengthening public confidence through transparency, accountability and responsible leadership.
The GODWIN Agenda is built on six cardinal pillars:

GOVERNMENT FOR THE PEOPLE
Hon. Godwin Ogorugba’s administration is founded on the principle of government of the people, by the people and for the people, with a clear vision of making Isoko North one of the safest, most peaceful and prosperous local government areas in Delta State. His leadership philosophy is anchored on the belief that governance must be felt at the grassroots—in communities, markets, schools and homes—rather than being confined to the council secretariat. Since assuming office, the Chairman has consistently prioritised inclusiveness by convening regular stakeholders’ meetings involving traditional rulers, community presidents-general, youth groups, political leaders and security agencies.
Through these engagements, he has continued to advocate unity, stressing that political differences must never stand in the way of development, peace and security. Beyond policy formulation, Chairman Ogorugba has distinguished himself through accessibility and constant interaction with the people. He maintains close contact with residents, listens to their concerns and takes decisions aimed at improving their welfare. For the Chairman, governance is not limited to the Ozoro Council Secretariat; it extends to Ofagbe, Ellu, Aradhe, Owhelogbo, Iyede, Oyede, Okpe-Isoko, Emevor, Otibio, Owhe and every other community across the 13 wards of Isoko North.
OPPORTUNITY FOR GROWTH
True to its vision, the administration has created opportunities for growth by fostering an atmosphere of peace and security, recognising that sustainable development can only thrive in a stable environment. This commitment has contributed to several landmark developments within the local government. Among the notable milestones are the conversion of the Delta State University of Science and Technology, Ozoro, to Southern Delta University, Ozoro, and the establishment of the College of Health Technology, Ovrode. Other significant achievements include the completion of the Ozoro Modern Market, the construction of Phase One and Phase Two of the Emevor–Orogun Road, and the commencement of oil exploration activities by Sterling Global Plc in Ozoro, Ofagbe, Ovrode, Ellu and Otie-Owhe.
The administration has also facilitated the engagement of indigenes of Isoko North by Tantita Security Services, creating employment opportunities and strengthening local participation in the security sector. Private sector investment has equally continued to grow, with businesses such as Frenchy’s and Fries Fast Food and Supermarket, Ozoro Stop and Chop Fast Food, Matrix Filling Station and Seth Hotel, Ozoro, establishing operations within the area, thereby contributing to economic expansion and job creation. In addition, the administration has trained and empowered over 100 indigenes with digital skills, equipping young people with relevant knowledge for today’s technology-driven economy. Collectively, these achievements are positioning Ozoro, the administrative headquarters of Isoko North, as an emerging centre for education, commerce and energy development in Delta State.
DEVELOPMENT
Infrastructure development has remained one of the defining hallmarks of the Ogorugba administration. In line with its commitment to transforming communities across the local government, the administration has embarked on numerous capital projects spanning all 13 wards. Among the completed and ongoing projects are: Construction of the new Isoko North Administrative Complex.Construction of a perimeter fence around the Council Secretariat, complete with a modern security gate.
Reconstruction and asphalt overlay of internal roads within the Council Secretariat.Construction of a Staff Clinic providing free healthcare services for council staff and their families.
Reconstruction of the Etevie–Ozoro Community Road with asphalt surfacing.
Construction of 15 lock-up shops, four public toilets, landscaping and a water supply system at the Ofagbe Community Market.

WELFARE
Staff welfare has remained one of the defining priorities of the Ogorugba administration. Recognising that a motivated workforce is essential for effective service delivery, the Chairman has consistently demonstrated a strong commitment to the wellbeing of council employees. Under his leadership, salaries of both primary school teachers and local government staff have been paid promptly and up to date. The administration has also cleared outstanding salary arrears and gratuities, bringing much-needed relief to beneficiaries. In a landmark move aimed at improving job security and staff morale, the administration recently facilitated the conversion of all casual staff of the local government into the Delta State Local Government Service Commission, further underscoring its commitment to workers’ welfare and institutional stability.
INCLUSIVENESS
Hon. (Elder) Prince Godwin Ogorugba has continued to operate an open-door administration that encourages participation from all segments of society. As part of efforts to deepen grassroots governance and strengthen community engagement, the administration engaged over 200 political aides drawn from communities across the local government. These aides provide regular feedback on security, community development and political issues, enabling the Chairman to remain connected to the needs and aspirations of the people. This robust feedback mechanism has enhanced decision-making, improved government responsiveness and contributed significantly to the administration’s achievements across the local government area.
NEW IDEAS
Innovation remains one of the driving forces behind the GODWIN Agenda. Demonstrating a forward-thinking approach to governance, Chairman Ogorugba has consistently introduced initiatives designed to address both immediate challenges and the long-term needs of the people. Concerned by the increasing number of pupils dropping out of school as a result of prevailing economic realities, the administration introduced the free distribution of exercise books, school bags, sandals and other writing materials to pupils in all 43 public primary schools across Isoko North Local Government Area. To further encourage access to education, the Chairman also approved free Primary Six examination registration for pupils in public primary schools, thereby easing the financial burden on parents and promoting uninterrupted learning.
In addition, the administration introduced the distribution of free soya milk to children between the ages of one and eight years as part of efforts to improve child nutrition and support healthy growth and development. These interventions reflect the administration’s commitment to investing in the future of Isoko North by prioritising education, child welfare and human capital development.
A VISION TAKING ROOT
As the administration of Hon. (Elder) Prince Godwin Ogorugba approaches its second anniversary in office, it is becoming increasingly evident that the Chairman assumed office with a clear vision and a well-defined roadmap for the development of Isoko North Local Government Area. Through the implementation of the GODWIN Agenda, the administration has continued to consolidate the MORE Agenda of the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, while pursuing people-centred policies and projects that have positively impacted communities across the local government. From infrastructure renewal and educational support to healthcare, staff welfare, economic opportunities, security and grassroots engagement, the administration has maintained a development-driven approach aimed at improving the quality of life of residents.
The achievements recorded over the past two years reflect a deliberate commitment to inclusive governance, sustainable development and responsive leadership. Supporters of the administration believe these accomplishments have further strengthened the Renewed Hope and MORE Agenda championed by President Bola Ahmed Tinubu and Governor Sheriff Oborevwori respectively, while reinforcing Isoko North’s position as one of the fast-developing local government areas in Delta State.
Across many communities, supporters have continued to express appreciation for the Chairman’s developmental strides, describing him as “The Developer” of Isoko North. During public engagements and community gatherings, chants such as “Where Ogorugba goes, we go; where Ogorugba votes, we will vote in 2027” have become common among some supporters, reflecting the level of enthusiasm and political support the administration enjoys within sections of the local government. As the administration enters the next phase of its tenure, expectations remain high that the GODWIN Agenda will continue to deliver impactful projects, strengthen grassroots governance and consolidate the gains already recorded in the development of Isoko North Local Government Area.
