As the immediate past Governor of Delta State and a distinguished former Senator, Senator Dr. Ifeanyi Arthur Okowa (CON) celebrated his 67th birthday on July 8, 2026, the sheer volume of tributes pouring in from across Nigeria made one thing abundantly clear: his legacy is not just etched in the stones of the infrastructure he built, but in the hearts of the people he served.
From the quiet rooms of his Owa-Alero roots to the bustling corridors of national power, Okowa’s 67-year journey reads like an epic of deliberate, compassionate, and purpose-driven statesmanship. On this milestone anniversary, political giants, grassroots mobilizers, media teams, and longtime aides united in a singular chorus of gratitude for a man widely revered as
Ekwueme—the one who speaks and does.
As a trajectory of grace, Okowa rose from the consulting room to the Government House. Great leaders are rarely made overnight; they are forged in the crucible of grassroots service. In his glowing tribute, Dr. Hilary Ibegbelum, the Principal Secretary to the former Governor, traced Okowa’s enduring legacy back to his foundational days. Long before he held sway over the entire state, Okowa served as the Secretary to the defunct Ika Local Government Council and stood as the Pioneer Chairman of the Ika North East Local Government Council.
“These early positions laid the foundation for his enduring legacy of grassroots leadership and developmental vision,” Dr. Ibegbelum noted, charting Okowa’s subsequent administrative masterclass as a three-time Commissioner (Agriculture, Water Resources, and Health), Secretary to the State Government, and federal lawmaker.

“Just as the young David was quickly ferried out of the bush to be anointed king, so has Sen. Dr. Okowa been graciously honed from the backside of Ika land to attain lofty heights… He has built capacity, team-spiritedness, grit, profound knowledge, and sagacity.”
Okowa as the architecture of the “SMART” Era. To reflect on Okowa’s eight-year tenure as the Executive Governor of Delta State is to look at a master blueprint for modern governance. He made history as the first son of the Anioma Nation (Delta North) to occupy the state’s highest office, and he used that historic mandate to give the Anioma people and the entire state a vibrant new face.

Echoing this, current Delta State Governor, Rt. Hon. Sheriff Oborevwori, extended his warmest fraternal congratulations through his Chief Press Secretary, Sir Festus Ahon:

As a distinguished statesman and dedicated public servant, Senator Joel-Onowakpo Thomas, representing Delta South eulogized Okowa as a man whose life of service exemplifies excellence and an unwavering commitment to the progress of Delta State and Nigeria.
He commended the former governor for leaving an indelible legacy of peace, prosperity and purposeful governance.
He further lauded the wisdom, integrity and profound impact of Senator Dr Okowa on the nation’s political landscape, describing him as an inspiring figure whose contributions continue to resonate across Delta State and beyond.
In an emotional essay, Jude Bruno Amamosa captured the psychological weight of Okowa’s calm disposition.
“There is something profoundly moving about a man who refuses to fight fire with fire. He responds to hostility with calmness, answers self-seeking with humility, and faces opposition with the composed assurance of one who knows his purpose… He rises above the noise through strength of character, patience, love, and restraint.”
For young leaders and local government chairmen, Okowa remains the ultimate political father figure. The likes of Pst. Comr. Edwin Usifo and Comr. Hessington Okolo, Esq. (Executive Assistant on Youth Mobilization), both spoke of Okowa as a “cerebral manager of men” who intentionally opened doors for the youth to step into governance.
