Group Accuses Delta ex-Commissioner For Allegedly Imposing Wife As University Registrar

A non governmental organisation under the auspices of Coalition of Delta Youth, CDY, has accused the former Commissioner for Higher Education, Prof Patrick Mouboghare, for allegedly imposing his wife, Mrs Mouboghare Stella as Registrar of Delta State University of Science and Technology, Ozoro.

 

This was contained in a statement made available to newsmen on Tuesday and signed by its Chairman, Comrade Mudiaga Abiri, after their meeting held at Uloho Avenue in Ughelli North Local Government Council of Delta State.

The group said, “the act of the former Commissioner who also doubles as Chairman of a transition Committee to see to the transformation of the Delta State newly created University of Agbor and Ozoro,  which is against the public service rules of using his public position to enrich his family members.”

The statement read in parts; “Our attention was drawn to the self centred and selfish interest of the Commissioner for Higher Education,  Professor Mouboghare,  he strategically and corruptly arm twisted the entire State,  make himself available and was appointed the Chairman of a transition Committee to see to the transformation of the Delta State newly created University of Agbor and Ozoro, which were College of Education, Agbor and Delta State Polytechnic,  Ozoro.

 

“To our dismay,  the selfishness of the Commissioner for Higher Education and Committee Chairman was let out of the bag, when his wife (Mrs Mouboghare Stella) a Principal Assistant Registrar of about two years experience and a Staff of Delta State University,  Abraka, was appointed as the Registrar of the Delta State University of Science and Technology,  Ozoro, without attending any interview or screening was employed by the Commission, despite the current Registrar who was a Deputy Registrar of many years stand and was appointed a Registrar for a single term of five years.  This is the height of corruption,  which is against the public service rules of using your public position to enrich your family members.

“Even if the wife was qualify, courtesy demand that,  he only,  should not be the Commissioner and Chairman of a Sterling Committee as if there are no other qualified Professors to head the Committee at the same time appointing his wife as a Registrar. He authoritatively went further to pronounce that the Universities will not have Union’s and that all existing Unions are dead.

The statement further added; “We are calling on His Excellency Governor Ifeanyi A. Okowa to as a matter of urgency to rescue these three Universities from the hands of this over zealous Commissioner before he cause troubles that will derail the taking off of the Universities especially as it concerns the appointment of Principal Officers and down grading of all existing staff to suit his interest and hidden agenda.  Making the existing staff to re-apply for job in the University will not go well for the existing staff as they should be treated with dignity and they are staff that are already working in a Higher Institution.

 

“We also draw the attention of Governor Ifeanyi Okowa to appoint the Governing Council’s in line with the laws of the University as the Commissioner should not be allowed to appoint committees and employ staffs for the Universities as it is purely the work of the Governing Council and Management.  There are so many erudite and impeccable Professors of Delta State extraction and as such Professor Mouboghare should not play a monopoly of knowledge.

“We further appealed to the State Governor, Sen. Dr. Ifeanyi Okowa, to jettison the idea of subjecting the three new Universities to Public, Private Partnership (PPP), as it is an avenue for politician who has stolen the Delta State Treasury blue black to invest the said loot into the three new University. This will deprive our citizens from gaining affordable education as it is being rumored that the School fees will be as from N250,000 and above,” the statement concluded.
