PVC Collection: Obidient Movement Alleges Vote Buying, Warns Deltans Against Releasing PVC, Bank Details

The Delta State Coordinator of the Obidient/Ok Movement, Hon. Favour Emerure, has raised alarm over alleged vote buying and PVC collection scam at Permanent Voter Card, PVC, collection centres across Delta State.

In a press statement issued on October 9, 2026, Emerure warned Deltans and Obidients to be vigilant as the Independent National Electoral Commission, INEC, commenced PVC collection across the state.

According to him, credible reports indicate that operatives of the All Progressives Congress, APC, have besieged collection centres, collecting names, phone numbers, PVC and Voter Identification Numbers, VIN, and bank account details from unsuspecting registrants under the guise of empowerment.

He described the act as criminal, illegal and a clear case of vote buying, warning residents not to fall for the gimmick.

“What they are doing is vote buying and it is illegal. No individual, party agent, or group is permitted to collect, keep, or buy another person’s PVC. Section 22 of the Electoral Act 2022 is clear and prohibits any person from having in his possession the PVC or VIN of another person. Any person who violates this commits an offence punishable by imprisonment,” Emerure stated.

He said INEC has also warned that anyone collecting bank account details along with PVC information is engaging in vote buying, adding that the N5,000 or N10,000 promised as empowerment is a ploy to steal votes and disenfranchise voters in 2027.

Emerure further warned that the scheme is also an empowerment scam and a threat to bank accounts, noting that no genuine government empowerment programme requires PVC numbers.

“Collecting your PVC number, phone number, and bank account number together is a major red flag. No real government empowerment program operates like that. This is a scam to defraud you. With your full name as it appears on your voters card, your phone number, and your bank account number, criminals can attempt to compromise your account. Never give your BVN to anyone,” he warned.

He advised residents not to give their PVC, photocopy, VIN, or allow anyone to snap or photograph their PVC, stressing that once VIN is compromised, their voting status can be tracked.

“Do not give your bank account number, do not give your BVN, and do not give your details to any non-INEC official. Go to the centre and collect your PVC directly and only from authorized INEC officials. If anyone approaches you with this fake empowerment at the collection centres, raise an alarm and report immediately to INEC officials and security agents present,” he added.

Emerure urged Deltans to protect their PVC, saying “Your PVC is your power. Protect it. Your vote is your future. Do not sell it for any amount. A New Nigeria is POssible.”
