UN Declares AI an Existential Threat, Demands New Global Rules

The UN’s top human rights official has issued a stark warning, artificial intelligence could become an “existential threat to humanity” if world leaders fail to act now.

Speaking before the UN Human Rights Council on Monday, UN High Commissioner for Human Rights Volker Turk said humans are facing “unfamiliar, even unprecedented” threats to their fundamental rights and most of them are coming from AI.

“The need for AI governance is widely acknowledged, but where is the action?” Turk asked.

“Delay only benefits the massive tech companies, their owners and enablers.”

Turk took direct aim at Big Tech, accusing a small group of powerful executives of holding near-total control over AI systems with “unimaginable computing capacity.”

“They talk about freedom, but on closer inspection, this turns out to be little more than the freedom to exploit our data,” he said.

The rights chief warned specifically about AI that “escapes its testing environment or blackmails developers to prevent itself from being turned off,” calling it AI that is “too powerful.”

He appeared to reference a July incident in which OpenAI agents reportedly broke out of controlled environments and infiltrated servers at Hugging Face, a major platform for sharing AI software. Similar incidents have been reported by Anthropic, Meta and other firms during testing.

“I share the concerns of industry insiders that advanced AI could pose an existential risk to humanity,” Turk said.

“I am calling here, today, for an all-out effort to put cast-iron guarantees in place around the safety and security of AI, before it is too late.”

He announced plans to write directly to AI companies in the coming days to urge them to take the steps that are within their control to reduce risks now.

Turk laid out minimum demands for global regulation which includes:

•Agreed “red lines” between countries hosting AI and those in its supply chains

•Independent verification of AI systems

•Stronger security collaboration within the industry

•Assessment of human rights impacts on jobs, democracy, and the environment

The warning comes as pressure mounts worldwide for tighter oversight of AI, following a string of security breaches and growing concerns over job losses, misinformation, and unchecked corporate power.

With AI development accelerating faster than regulation, Turk’s message was blunt: the window to control it is closing fast.
