US Property Records Show Ex-Finance Minister Zainab Ahmed Acquired $765k Maryland Home 6 Months After Leaving Office — Report

Former Minister of Finance, Budget and National Planning, Mrs. Zainab Shamsuna Ahmed, jointly purchased a $765,000 residential property in Silver Spring, Maryland, USA, about six months after leaving office, according to United States property records first reported by investigative platforms NG Probe and SecretsReporters.
The report, published November 3, 2026, cites Montgomery County deed records showing the transaction for 8509 2nd Avenue, Silver Spring was completed on November 20, 2023 and recorded on November 27, 2023.
The deed identifies the buyers as Zainab Shamsuna Ahmed and her husband, Shamsuna Ahmed, holding as tenants by the entirety — a form of joint ownership reserved for married couples under Maryland law.
According to the documents, the $765,000 purchase was financed with a $593,000 mortgage from Bank-Fund Staff Federal Credit Union, a Washington lender serving World Bank and International Monetary Fund staff. The mortgage deed carries a note dated November 20, 2023 with maturity of December 1, 2053, a 30-year term. The difference of $172,000 represents the portion paid outside the loan.
The deed of trust also listed a prior address of 2555 Pennsylvania Avenue NW, Apartment 818, Washington, DC, an area close to the World Bank headquarters.
Mrs. Ahmed served as Minister of State for Budget and National Planning from November 2015, became Finance Minister in September 2018 following the resignation of Mrs. Kemi Adeosun, and headed the combined Ministry of Finance, Budget and National Planning from August 2019 until May 29, 2023, when the Muhammadu Buhari administration ended.
The same records show the property was later transferred on April 27, 2026, and recorded April 28, 2026, to Afolabi Emmanuel Olowookere and Eniola Abosede Olowookere for $850,000, an $85,000 increase over the original price within about 29 months.
The acquisition has raised public questions about constitutional asset declaration obligations under the Fifth Schedule of the 1999 Constitution, which requires public officers to declare assets, including those of spouses and foreign holdings, upon assumption of office, every four years and at exit.
However, BIGPEN notes that the purchase occurred on November 20, 2023, after Mrs. Ahmed had left office on May 29, 2023, and after her constitutionally required end-of-tenure declaration would have been due. The available property documents reviewed by NG Probe do not disclose the source of the $172,000 down payment or the buyers’ full financial circumstances, and alone do not establish wrongdoing or violation of the Code of Conduct.
The Code of Conduct Bureau does not routinely make individual asset declarations public, making independent verification difficult.
As at press time, Mrs. Ahmed, who took up an appointment at the World Bank after leaving office, has not publicly reacted to the report.
