Delta State Government has approved a sweeping infrastructure overhaul encompassing primary and secondary schools across the state, alongside a landmark proposal for the payment of a 13th-month salary to civil servants.

The far-reaching decisions were reached on Monday during the State Executive Council meeting presided over by Governor Sheriff Oborevwori.

Briefing journalists after the meeting, the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, stated that the Ministries of Primary and Secondary Education have been directed to immediately assess schools across all 25 local government areas.

The rapid assessment aims to identify institutions requiring comprehensive rehabilitation or total reconstruction to provide a safer, more conducive learning environment for pupils, students, and teachers.

“The governor has directed that the two ministries should immediately come up with the scope of these different schools that need to be rehabilitated or reconstructed so that government can immediately proceed to put them in order,” Aniagwu said.

In a major morale booster for the state’s workforce, the Exco moved to strengthen workers’ welfare by approving the construction of 12 additional residential duplexes for Permanent Secretaries. This follows the recent inauguration of new housing quarters and official vehicle allocations for permanent secretaries by the administration.

Complementing this infrastructure push, Aniagwu disclosed that the state government is working on a legislative proposal to institutionalize the payment of a 13th-month salary for civil servants as a token of appreciation for their dedication and contribution to state development.

The Council also approved additional residential quarters for members of the Delta State House of Assembly to accommodate an expansion in constituencies from 29 to 38, bringing nine incoming lawmakers into the fold. Governor Oborevwori has directed the Ministry of Housing to kick-start accommodation provisions ahead of their assumption of office.

Healthcare infrastructure received a major boost with the approval of 92 residential quarters at the Osubi Specialist Hospital—comprising 24 units for resident doctors and 68 units for house officers—aimed at improving working conditions for medical personnel.

Additionally, the Council greenlit the completion of storm drainage projects around the Specialist Hospital in Asaba to permanently tackle flooding issues, alongside internal road reconstructions at the Warri Central Hospital.

On transportation and rural development, the Exco approved the reconstruction of the 9.35-kilometre Ezhionum–Ogume Road at an estimated cost exceeding N7 billion to boost rural connectivity and stimulate economic activity.

Other approved road projects include the Uba Egbelemeji–Ugbenikoko Road in Warri North, the Mosogar Community Road Junction–Okwueka Road, and the Old Oviorie–Agbarho–Eku Road.

In a strict stance against project abandonment, Aniagwu announced the immediate termination of several contracts due to poor contractor performance and failure to deliver at expected paces.

The affected projects include the Okerenkoko Township Road, Adjei Street and School Road with interlocking stones in Warri South, and the permanent office complex for the Delta State Independent Electoral Commission (DSIEC).

Aniagwu emphasized that the terminated contracts will undergo a fresh procurement process to ensure they are re-awarded to competent contractors, reinforcing the administration’s zero-tolerance policy for delayed public infrastructure.
